      Board members are appointed by the County Commissioners.  Joint Powers Boards have both City and County members.  Board members elect their own officers and set their meeting schedules.  All Boards contain at least one County Commissioner serving as a member or liaison.

      Special Districts are created either by Resolution of the Board of County Commissioners, by Petition of local landowners or by the State Board of Agriculture through a Petition of landowners.  All of the above require public notification and some may require a referendum.  The method of creation is  determined by the type of District.  WY Statute: 22-29-103

       Special District Board members are elected not appointed.  Ad Valorem Taxes may be levied for funding upon voter approval.

Bill Novotny, Commission Chairman

Bill is a fourth generation Johnson County native.  He was elected to the Commission in 2014 and has served as the Chairman since 2016.  Bill holds a BA in International Relations from Michigan State University and a MA in National Security Strategic Studies from the United States Naval War College.  Bill worked for U.S. Senator Mike Enzi from 2003-2007.  A public affairs and political consultant, Bill has worked for Wyoming Congresswoman Liz Cheney, Governors Matt Mead and Mark Gordon,  Superintendent Jillian Balow among others as well as a community banker and petroleum land manager.  He presently serves as Vice President of the Wyoming County Commissioners Association.   Contact Bill by phone at (307) 620-2642 or email bnovotny@nulljohnsoncowy.us.

Linda Greenough

Linda is a Johnson County native with roots back to the 1880s.  She holds Bachelors in Elementary Education from the University of Wyoming, as well as, a Masters in Curriculum and Instruction.  Linda Greenough was a teacher for 24 years, as well as, co-owner of a cattle feeding operation.  Linda’s specific areas of responsibility include the Board of Health, Justice Center JBP, Child Support Authority, Lake DeSmet Advisory Board, Library Board, the Juvenile Services JPB, the Cemetery District, Powder River Conservation District and the Hospital District.  Contact Linda Greenough by phone at (307) 620-2153 or by email lgreenough@nulljohnsoncowy.us.
